WHAT IS IT ?
The New Skills Fund is an active labor policy tool whose purpose is to support companies and workers through skills development and person-targeted training.
Companies will be able to adjust workers’ skills by allocating part of their working hours to training.
On November 10, 2022, D.C.S. no. 320 of 10.11.2022 – approval of FNC Notice second edition containing the Notice and its annexes aimed at the implementation of interventions pertaining to the New Skills Fund, established by Art. 88 of decree-law no. 34 of 2020, in accordance with the Decree of the Minister of Labor and Social Policy, in consultation with the Minister of Economy and Finance, of September 22, 2022, implementing Art. 11-ter of Decree-Law no. 146 of 2021.
The budget for 2022 is €1 MLD from the REACT-EU initiative resources flowing into the National Operational Program Active Employment Policy Systems (NOP SPAO)
To whom it is addressed
All private employers, including publicly owned companies under Legislative Decree No. 175 of 2016, who have signed by December 31, 2022 collective agreements to reshape working hours aimed at training paths to enhance the professionalism̀ of workers.
Agreements can be signed at the company or territorial level by the most representative national employers’ and workers’ associations or their operational trade union representatives in the company.
Such employers:
must be in good standing in terms of contributions, taxes and welfare;
must not be in a state of liquidation, bankruptcy, cessation of business, arrangement with creditors or in proceedings aimed at declaring one of these situations;
must not have any judicial or extrajudicial disputes with ANPAL regarding public contributions.

Which workers can be trained
- Employees who are not in layoff or other suspension scheme, starting from the approval of the project by ANPAL and ending;
- Participants must be identified at the presentation stage.
What information should be sent through Myanpal
- Employer Master Data;
- Provider training institution master data;
- Master entity performing skills attestation;
- References to collective remodeling agreement;
- Worker detail (tax codes, number of hours, hourly cost).
What documents should be sent with the grant application
- Agreement to reshape working hours;
- Training project aimed at enhancing skills.
Timing
- Working time remodeling agreements are to be signed by December 31, 2022;
- The skills development pathways must be implemented within 90 days of the approval of the application;
- Training projects have a minimum duration of 40 hours for each worker involved and a maximum of 200 hours;
- The disbursement period this year is limited to 150 days, including reporting;
- Applications will be approved in chronological order of arrival until resources are exhausted.
Contribution
The Fund covers the cost of 100 percent of welfare and social security contributions and 60 percent of the hourly wage of hours devoted to training. In the case of agreements that provide, in addition to the rescheduling of hours aimed at training paths, a structural reduction in working hours with the same total remuneration, the share of remuneration financed by the fund will be 100%.
The ̀ training activity is, as a preferential channel, financed by the Interprofessional Joint Funds, according to the discipline referred to them, adhering to the initiative under Art. 4, paragraph 4, of the Interministerial Decree September 22, 2022. The Joint Funds that intend to participate in the implementation of the interventions of the New Skills Fund through the financing of the training projects referred to in this article shall send appropriate notice to ANPAL within thirty days of the publication of the decree. The employer shall̀ indicate, in the application for grant eligibility, the Fondo Paritetico Interprofessionale to which it belongs.
In cases where the employer is not a member of Joint Interprofessional Funds, or the Fund to which the employer is a member does not participate in the implementation of FNC interventions, the training shall be provided by one or more of the qualified entities described below, with the concurrence of a national or regional titular entity pursuant to Leg. n. 13 of 2013 also through the contribution of regional or national funding.
Disbursement mode
Following eligibility for funding, the enterprise may alternately choose one of the following two grant disbursement methods:
- 40 percent of the amount requested, as an advance payment, upon submission of a bank guarantee or insurance surety policy; the remaining amount will be disbursed upon the outcome of verifications on the documentation attached to the application for the balance;
- in a single installment in the balance, upon the outcome of verifications on the documentation attached to the application for the balance.
Training delivery
They are identifiable as training providers:
- all nationally or regionally accredited entities, or other entities, including private entities, which, by statute or institutionally, on the basis of specific legislative or regulatory provisions, including regional ones, carry out training activities;
- State and legally recognized non-state universities;
- Institutions of secondary education;
- The Centers for Adult Education-CPIA;
- Higher Technical Institutes (ITS);
- Research Centers accredited by the Ministry of Education.
- University;
- Regionally accredited training institutions for continuing education;
- Educational institutions;
- Chambers of Commerce.
Reference frameworks
The Reference Frameworks related to competencies are:
- DGCOMP 2.1 for basic digital skills;
- e-Competence Framework 3.0 for specialized digital competencies according to the European classification contained in UNI EN 16234-1;
- For skills useful for ecological transition, reference is made to the ESCO classification.
